Some officers might be somewhat lenient on frequently-traveled highways, but in construction areas they usually won't make any exceptions. Also, you have the workers to consider. More often than not, crews are often moving from place to place and you can never tell when one might cross the road in front of you. For this reason, it's imperative that you keep the entire road in your field of view and obey the speed limit.
